As long as documentation supports the E&M and the procedure then as long as you use the correct modifier you can bill the visit and the procedure on the same day. Where did you hear otherwise and in what context? You have always been able to charge for a central line placement, all things being equal, but if another procedure is performed at the same time then it may be bundled, so it will depend.
