Disposable Drill Bits

Can anyone help me justify why we cannot bill for disposable drill bits for orthopaedic cases? I have been told not to charge the patient for disposable items that is costing us $600+ per patient for these particular bits. Can anyone give me some insight as to why since it is a non reuseable item.
