Look to History When Coding This Breast Symmetry Encounter

Question: In 2019, a patient had a bilateral mastectomy and bilateral breast reconstruction. The patient then came back requesting further surgery to improve breast symmetry. The patient is not currently undergoing treatment. Should we bill this with Z85.3 or C50.411 based on Coding Guidelines Section I.C.2.m, since it is an additional surgery for a malignancy?
