Answer: You should only report 54162 (Lysis or excision of penile post-circumcision adhesions) for this procedure.
Here’s why: Correct Coding Initiative (CCI) bundles 13131 (Repair, complex, forehead, cheeks, chin, mouth, neck, axillae, genitalia, hands and/or feet; 1.1 cm to 2.5 cm) with 54162. Although the bundle carries a modifier indicator of “1,” which means you can break the bundle in certain circumstances, your clinical scenario doesn’t appear to meet the criteria for separately reporting 54162 and 13131.
