Question: Can we bill a 51703 when the provider and/or staff uses glydo jelly as an anesthetic agent before passing a urethral catheter?

Answer: No, you should not bill 51703 (Insertion of temporary indwelling bladder catheter; complicated [e.g., altered anatomy, fractured catheter/balloon]) when the provider uses glydo jelly as an anesthetic agent. The use of local anesthesia such as glydo is not separately billable.

Code 51703 only when the urologist has difficulty inserting or removing a urethral catheter.
