Can someone tell me the difference between 365.03 steroid responders and 365.31 glaucomatous stage ??

Ok so i did some research and it looks like 365.03 steroid respnders is when a patients IOP is high due to steroids where as, 365.31 glaucomatous stage is when a patient develops glacoma due to steroids, is this correct ?? So if a doctors marks off steroid induced glacoma you would use 365.31 ?

My doctors are using 365.03 for sterioid induced glaucoma but according to research it should be 365.31 can someone please tell me what they use and why ?
Thanks
