Is a medical office allowed to charge a patient for their own medical records?

Yes. You are charging for the admin. fee and the paper and copies.

Charges​

A provider cannot deny you a copy of your records because you have not paid for the services you have received.

However, a provider may charge for the reasonable costs for copying and mailing the records. The provider cannot charge you a fee for searching for or retrieving your records

You would need to check state law also:

2032-A State law requires that a health care provider give individuals one free copy of their medical records but HIPAA permits the provider to charge a fee. Does HIPAA override the State law?
