Billing for patients without a referral

If a patient's insurance requires a referral to see a specialist, and a referral is not obtained, can the specialist bill the patient as self pay?

It depends on the insurance company/patient's policy/provider contract. I always call and ask if the denial is billable to patient. I have some that you can and some that you can't.
