Is biopsy procedure an -otomy or -ectomy? as it is placed under the Excision subheading on most part of the CPT book; Can it be considered as a kind of -ectomy or is it a totally different procedure that have nothing to do with this two procedures?

Neither. Biopsy is a biopsy. it will say biopsy in the code description as well. Sometimes ectomy or otomy will be in the description as well but thats typically in cases where ectomy/otomy is the approach to do the biopsy:

For example

32098 - Thoracotomy, with biopsy(ies) of pleura

31576 - Laryngoscopy, flexible; with biopsy(ies)
