Wiki 1.1.2023 Observation coding guidelines question

I work for a hospitalists group and we are the admitting physicians for patients being seen during their hospital stay. We are having problems with the new AMA 2023 code changes. Since observation codes 99217 thru 99226 have been deleted we are billing these observation visits with 99221 thru 99223 for initial admin and 99231 thru 99233 for the follow up visits as well as discharge codes 99238 or 99239 but using the place of service code 22. This is the way we were told the claims needed to be submitted as the 22 pos would drive the observation visit. Insurance companies are denying these codes with the reason that the cpt does not go with the place of service code 22. The descriptions for the 99221-99223 and 99231-99233 have been updated to reflect they are both for observation and inpatient now. Is anyone else having issues of this nature? Any help would be appreciated.
