11719 vs. 11721

Hello there,
I am curious if we have a patient that has neuropathy but non fungal toenails are we able to bill a 11721 or would we need to bill the 11719? I ask this due to the LCD on Medicare it does not directly come out and say that we must use the diagnosis B35.1. Please any advise would be greatly appreciated. Thank you.
