Wiki 19125 and 12042

I have a surgeon trying to bill 19125 with 12042 the procedure performed was needle localization with open excisional biopsy- He states he did a wide excision of the tissues around the wire and closed it in multiple layers. My initial thought is that it would not be appropriate to unbundle this repair code but I would like to get someone else's opinion and if anyone has any documentation to back this up? Just so when I let the surgeon know I have something to show him.

When I look up the code (cpt19125) in SuperCoder it shows the site is layered sutured. I wouldn't bill for the layered closure its included in cpt 19125. I don't bill closures when the patient has this procedure done.
