Wiki 1995 E&M guidelines for examination of the neck

There does not seem to be specific exam elements for a neck exam in the 1995 guidelines. The 1997 guidelines are very specific. Is it incorrect to use those more specific descriptions when auditing a physical exam. I tend to use the 1995 guidelines as they are more beneficial to most of the providers I audit. Any insight? Thanks!
