How would you count (can you?) this statement toward the 1997 General Multisystem Exam? "Speech Fluent".

Also, I am interested in networking with other coders who code EM using 1997 guidelines. If anyone wants to start a buddy group let me know. :)
 
if that is the only phrase that I don't see how it can be counted under any of the bullets. I was leaning towards constitutional or maybe even psych but that would be a stretch if this is the only statement.
