Wiki 1st doc can't complete DRE,2nd doc bills how?

Patient came in for yearly prevent, because of size, doctor unable to do digital rectal exam. She sends patient to male doctor in same practice 6 weeks later to complete DRE. How should 2nd doctor bill and what dx. This was the only thing patient seen for at second visit. We billed 99213 with dx v76.44 and this came back "dx inconsistent with procedure". Tried billing CPT 99396-52 for 2nd visit. but this came back as "patient maxed benefits" as we had billed 99396 for ist doctor.

Any ideas??
