Wiki 2 procedures 2 stones same ureter?

Dr. did extraction with a basket and sent the stone for analysis. He then attempted to extract another stone, same ureter and it was too large. Then under direct vision he used the lithoclast and fragmented the larger stone then inserted double J stent. Can the 59 be used? Does it have to be the other ureter to support the 59?
52353, 52352, 52332
This is Medicaid and they do not recognize the 59.
Any suggestions?
 
It sounds to me like the stones were treated during the same session. If so, modifier 59 wouldn't be allowed. I would use 52353 and 52332.
