Wiki 20610 for Naropin with surgery?

Hello, I was told to bill a 20610-59 when a knee is pre-injected with Naropin as part of prepping for a knee arthroscopy. Isn't this part of the surgical package?
 
You're correct, 20610 is bundled to the knee arthroscopy procedures. Documentation would need to support the use of the modifier 59, and it would not if this was part of the arthroscopy and on the same knee.
