One Minor procedure(10 days GP) performed in urology specialty on 09/01/2019. On same day, evaluation & management(99213) done for separate condition in Family practice specialty.
Can we append 25 Modifier with 99213 in FP specialty?

Modifier 25, per CPT definition, is for E&M performed on the same date by the same provider. If the E&M service was done by a different provider and of a different specialty than the procedure, then the modifier is not appropriate, and should not be necessary.
