Podiatry Case:

Diagnosis: Right hallux rigidus with degenerative joint disease
Procedure: Metatarsophalangeal joint cheilectomy and first metatarsal head resurfacing with Arthrosurface implant.

I think 28289 is the most applicable, but its missing the implant. 28293 has the implant, but it is for hallux valgus.

Could I use both and use modifier 59? Or possibly use 28289 with modifier 22?
