28296 vs 28292

Patient had a Modified Mcbride Bunionectomy with first metatarsal osteotomy .I read somewhere not sure that 28292 includes the first metatarsal osteotomy. Doc office insist its 28296. I am almost sure its 28292.Doc office told me to show proff .They are a podiatry office so they know the codes..Not sure if I agree ,any one has any thoughts on this ?
 
I would lean towards the 28296

28292 has no metatarsal osteotomy

maybe look at 28299 if doc is doing 2 osteotomy (phalanx & Met)
