294.11 can't be primary Dx??

So someone in our office coded a Pscyh visit with 294.11 as the primary dx. However, our claim editor states that a different dx really should be primary, not this one. I'm kind of guessing that some form of dys-behavior should be billed primary just looking at this. Is that what it's looking for? Does anyone know? Thanks for your help !!

ICD-9 states this is a manifestation code, so you would code any underlying physical condition first.
