Wiki 2nd OV charge appropriate?

Would it be appropriate to charge for a 2nd OV with a .25 modifier if a patient who was treated earlier in the day returns with a reaction to the medication they were given. We are using the 995.2X dx on the return visit. I hate to write off visits if they are billed appropriately.

One OV

Roll ALL the documented services into one CPT code - likely a higher level office visit than you had before. If you were already at a level 5 on the first visit, then use the additional TIME (assuming it is at least 30 minutes) for prolonged service.
