Wiki 30901 vs 30903

Would anyone be able to share some insight on the official way we are to differentiate these two codes? Lots of conflicting information out there, and I have a physician insisting that it is considered 30903 (complex) because he injected lidocaine.
Any thoughts are appreciated, thanks!
