Is 31231 considered a component of 31237 when 31231 is performed on the left side and 31237 is performed on the right side?

The edits say you can never bill 31231 with 31237. If the procedure began as diagnostic for both sides, 31231, then became a surgical procedure 31237, only the surgical procedure can be billed.
