Can someone break down when to use either code?

Most of the time our cardiologists will only do the needle aspiration not under fluroscopy and we will bill code 33010 stand alone.

I however and coming across more and more procedures being done under fluroscopy & the latest said the J wire was removed and catheter inserted fluid drained, drain sutured.

Would I bill this as:
33015
76930 26
