Wiki 36247 Billed with multiple units

I need help please. My physician has his own OBL so POS is 11 and performs venograms, angiograms etc and one code I'm struggling with is 36247. Our local MAC states the MUE is 3 but my doctor always codes many more units. So is there a way to code 14 units. Or if the MUE says 3 units is that the max you can bill in total? Thanks for any help.
