Can you bill 49000 and 49320 together?

*possible defect in posterior bladder wall but no free fluid in posterior cul-de-sac. Cystoscopy was attempted with poor visualization. Given concern for bladder injury, decision made for diagnostic laparoscopy.
 
I think perhaps you have your 2 codes incorrect. One procedure is laparoscopic, the other is open.
49000 Exploratory laparotomy, exploratory celiotomy with or without biopsy(s) (separate procedure)
49320 Laparoscopy, abdomen, peritoneum, and omentum, diagnostic, with or without collection of specimen(s) by brushing or washing (separate procedure)
