Wiki 50 modifier and Medicare in Texas

I am looking for assistance on reimbursement from Novitas when the 50 modifier is appended to procedures. It appears reimbursement is being rendered for one procedure though the 50 modifier is used. Novitas website says to use the 50 for Texas, but another state Novitas says to use the RT and LT, the 50 is only used for information purposes. Any help out there will be appreciated.
