I have a situation where a patient came in for an endometrial biopsy:
"pt placed on the table .... draped in appropriate manner .... speculum placed in the vagina. The cervix was visualized & prepped with Betadine. A tenaculum was placed on the anterior lip of the cervix for traction. Due to stenosis of the cervix the biopsy was unable to be performed"

I added a 53 modifier because it's a discontinued procedure. I have input from another coder who would use a 52 modifier for reduced services, because the 53 is "used only when the surgery/procedure threatens the well being of the patient."
I disagree, because this is an extenuating circumstance, and the procedure was started but discontinued.
