Wiki 59 (X) Modifiers on add-on codes?

Hello, I am a new coder that recently started my first position last month and I am in dermatology. I had thought that add on codes didn't require a modifier because they didn't have any edits. For example 11102, 11103. You couldn't bill a 11103 without the 11102. Do these codes need the 59 or X modifiers? Or is this dependent on the insurance or where you work?
