Wiki 64718 bundled into 26123?

My dr. did a cubital tunnel release (64718) and a fasciectomy, palmar w/ release of index, middle, ring, & small fingers (26123, 26125).

It's hitting my scrubs stating 64718 is bundled to 26123 and sure enough CCI has it bundled. I can't find any article explaining why these two codes would be bundled and it makes no sense to me since 64718 is done at the elbow and 26123 is done on the hand.

Can anyone please shed some light on this for me?

I would imagine a different site on the arm counts as an appropriate use for modifier 59 on 64718.
