Wiki 81000 and 81003 HELP!

Hello,

Pt came in for a DOT exam which was charge to her employer. (Non-Medicare pt )

CPT 81000 (Urinalysis ) was performed as part of the DOT. Results from lab drawn is UTI dx 599.0.

A 2nd lab test CPT 81003 was performed to confirm UTI on the same day (PT had no s/s for UTI).
Medication was then prescribed for the patient for UTI.

Can these LABS be billed together?
NCCI says you can add the 59 modifier. but this is NOT a Medicare patient ...:confused::confused:

Any insight is greatly appreciated! :)
