Wiki 90791 for annual re-evals?

Hi so, most of my experience is in Ortho but I just got taken on as a coding supervisor for a general practice FQHC that does behavior health. Our providers are using 90791 for the annual re-eval for psych and BH patients and, while I know the code is allowed to be reported once a year, I'm struggling to find anything to support it's use outside of initial Intake or resuming after an extended break.

While the CPT description doesn't state it's one time or any of these limitations, CMS does. Additionally, my understanding is diagnostic is to establish a diagnosis and a re-eval is to check progress on the treatment and renew the treatment plan. Can anyone give guidance on how these re-evals should be coded and the use of 90791 in ongoing treatment?
