Wiki 90862 with modifier 25

Hi, 90862 is column 2 to 90853 but can be billed w/mod. I would think the mod is 59, but our psych dept. is using modifier 25 on 90862. While the rational may , as 90862 is and e/m of sorts, i thought mod 25 was only for use on e/m codes. my question is which mod is appropriate to undbundle (there is supporting documentation) 25 or 59?

25 is only for EM's.

59 would be appropriate to signify that this was a seperate session and also to unbundle CCI edits
