Wiki 94660 CPAP Initiation and Management

Does anyone know if code 94660 can be billed to Medicare if you are NOT a contracted Medicare DME supplier? Since the description starts with CPAP, I thought the code was considered a DME code and therefore not billable to Medicare unless we have a contract.
