Does anyone know if we are able to bill 99214 with 90833 and 96127? Is the 96127 inclusive of 90833 or does it need a modifier to bill?

They can be billed together if documented correctly. Time can't be used for determining the level of E/M service, it has to be based on MDM. The time spent on the E/M service can't be included in the time for they psychotherapy service. Refer to CPT book it explains everything.
