96401 with Therapeutic infusion

CPT 96401 (chemo drug) given IM or SQ with a Therapeutic infusion (Zometa) would you use 96365 or 96367?

CPT 96401 doesn't bundle with any initial code so I'm wondering if I should use the initial 96365 then 96401 even though the chemo should be the fist on the hierarchy policy.

I would use the 96365 because you have to have an initial code. According to the NCCI edits, 96365 doesn't even need a modifier 59.
