I know 96523 is a stand alone code but, does West VA medicaid accept this code as a payable code?

In Ohio, if it's listed in the Physician Fee Schedule (or other applicable fee schedule) with a current reimbursement rate, it's usually a covered service in my experience. I would start with the WV Medicaid fee schedules in your case.
