Can I bill a 99205 in February and a G0439 in December to Medicare within the same 12 month period?
 
Yes, you can bill an E/M and an Annual Wellness Visit in the same 12 month period. I would make sure if the patient has received the Initial Annual Wellness Visit (G0438) first as if they have not your G0439 will deny.
