Wiki 99211..please help

I keep being asking by my office managers if we can bill a 99211 for a rapid strep test done by an M? This is all that was done. According to the CPT book "E/M services may also be reported by other qualitied health care professionals who are authorized to perform such services within the scope of their practice' I always thought they atleast had to be a nurse.

Any help would be very welcome...

If all they are doing is a rapid strep than the only thing they should be billing is the CPT for the test itself not a 99211.

Also, this scenario would not meet incident to guidelines since it would be an acute visit.
