Would the discussion/management & handout of OTC Niacinamide justify a 99214 if it's done within an full skin exam on a patient with a personal hx of skin cancer?

Based on the limited information provided, 99214 seems like overcoding.
Personal hx skin cancer = 1 chronic stable (low - level 3)
Data = none (none - level 2)
Risk = OTC meds (low - level 3)
The exam does not factor into leveling the visit.
The only way this might be a 99214 is based on time, or if there is additional information not provided here.
