Wiki 99233 and 99497

Question -- I'm seeing a trend in our claims scrubber with these two codes.
Can the 99497 be billed with 99233 or is a modifier necessary?
Scrubber suggested 25 however this isn't an E&M issue.
EncoderPro says there are no conflicts.

You are right that there are no conflicts but most payers require a 25 modifier from what I've noticed.
