If you have a patient that is admitted and discharged on the same date of service, but the provider does not document enough, can you give them a code in the 99201-99205 series based on how much they have documented?

No you cannot these are not interchangeable codes. If the documentation does not support the correct type of E&M then you could bill an unlisted E&M code.
