No if your read the instructions in the CPT book, the code requires a face to face visit the day of discharge.

The problem is the physician does everything except the face to face on the day of D/C

unless the provider sees the patient on the day of discharge then a discharge cannot be submitted as a billable service. In a trailblazer audit looking for over use of the 99223, it was also note that several charts submitted for review failed due to no face to face visit on the day of discharge when a discharge had been billed.
