Wiki 99284/99285 on same claim

My son was seen recently in an ER for a broken wrist after a fall. I looked at the EOB today and the hospital charged 99284 and 99285 together? I don't think that is correct?
I also think that is a very high level for a patient who fell, no bleeding, no head injury, etc. Any thoughts?
