Wiki 99381 & 99213 billed on the same day?

Hi I have been looking around the internet and I am just making sure that my thinking is correct. The guidelines do state that a new patient can only be billed for one new patient visit and the rest have to be established correct? If a new patient comes into the office and has a physical and the doctor has to perform additional work we should bill the visit as a 99381 and a 99213 correct and not 99381 and 99203?
