Wiki 99418 and Modifier 25

99418 is a prolong EM service and an add on code. If the primary EM code has modifier 25, does the add on prolong service code, 99418, require modifier 25 as well? If so, can you provide the source you are using for this?
 
sorry, I am not an expert. I personally add mod 25 to prolonged e/m because:
1. it's e/m code
2. another co-worker said to add to both e/m when we bill for critical care 99291-25 with add on 99292-25
3. I have no source.
