Wiki 99464 Attendence at delivery

A couple of our providers have charged for Attendence at Delivery, 99464 but documentation shows that they arrived at 9 minutes of life. When reviewing with the provider, she stated that it is still part of the delivery because the baby is not stable and the Resusitation team was called. Does anyone have knowledge if the time before the baby is stablized is still considered the "delivery" therefore allowing us to bill 99464?
