Wiki A6209 dressing code is this just for DME billing or can clinics bill this

I am wondering if this code can be billed in the clinic as a denial came through stating we need a modifier and there are modifiers A1-A9 or so but is this code only supposed to be billed to DME? Are there certain codes that should be billed just to DME?
