My supervisor is contemplating having patients sign ABN for non-covered Medicare components of our procedures biling [surgical tray, sterile water, gloves]. Is there a precedent or resource that supports or denies this? I've been trawling the cms.gov/MLN site but haven't waded through everything yet.

Any help/advise is greatly appreciated.

 The global payment for a procedure done in the clinic includes payment for all these supplies. Please do not bill the patient for these things.

No these are not noncovered they are components included in the surgical package so they are being included in the reimbursement for the procedure.
